Welcome the the forum!
I test the bulb the same way you do. With a meter for continuity. If you don't have voltage at the socket when in project or lamp on position , check for corrosion inside the lamp socket. Next thing is to check for voltage at the switch. Then check if the switch works buy testing for voltage on and off when turning switch. Another thing is some projectors that don't have a lamp switch will turn the lamp on automatically when film is threaded.
