I'm looking to buy a guillotine tape splicer for 16mm film. Brand and model doesn't matter. Just trying to find one at a "decent" price.

The best tape splicer is the CIR, made in Italy. It uses reasonably priced tape rolls which give many splices, but the cost of these quality splicers is very high.
So, if you intend to only use a splicer on rare occasions I recommend the Kodak Presstape Universal Splicer, these are relatively cheap, although the tape patches are quite expensive.
