Elmo GS-1200 Take-up Reel Has no Torque

I recently purchased an Elmo GS-1200. The unit plays great but in Reverse or Fast Rewind the take-up reel just turns then stops and then turns again. It tries but has very little torque. I ordered a "Gear Assembly" part # PP-0106 from Van Eck Video Services and installed it. Same problem. The previous gear/clutch was very worn and made a screeching sound in Fast Rewind. That doesn't happen any more but still no torque. It's like the clutch is too weak and not grabbing enough.
Any ideas or recommendations would be very much appreciated.
