Bolex 18 5L Project, only plays 5fps

I just got this machine from apparently the original owner.
I'm trying to troubleshoot, but having never used one of these before I'm not sure what should happen.

It appears to be in excellent condition - very clean, no rust or any signs of abuse.
The problem is it will only play at 5fps.

With the control knob set to "M" or "18" the motor runs but the film transport does not.
At "R" as I understand it should play in reverse at 18fps. It plays in reverse at 5fps.
Oh, and on "5" it plays normally at 5fps.

What is supposed to be different in the machine for 18 vs 5fps?
Should the motor speed be different for 18fps and 5fps?
Or is the speed control somehow done with the clutch?

Is there a service manual available?
The serial number on this machine is 4 410 148.

If the motor runs, but not the transport, I'd say the belts are bad! Pull the back cover off, and take a look. There should be 3 small belts riding on 3 separate pulleys. New belts can be found online for a decent price. There is also a long metal chain driven belt that should go from the take-up reel to supply reel. This belt usually never needs replaced. There is only one screw in the center of the rear cover holding it in place.
