GAF 1788Z take-up issue

I have two GAF 1788Z projectors and both are exhibiting the same problem. When switched to "forward" the small rubber tire does not shift far enough to the right (photo 1) to engage the spindle. The rubber capped wheel below makes contact and turns the take-up reel way too fast. If the tire was shifted more to the right it would disengage the rubber capped wheel since they are on a rocker-type arrangement. It seems the linkage need to move to the right more. I have new belts and tires. Any help is appreciated. Also, what does the micro switch and solenoid do?

Sticky linkage/mechanism somewhere? That's as much assumption as I can make.
