I did not find it in the Blackhawk catalogue but it may be a Terrytoon cartoon featuring Puddy the pup from 1938. That cartoon has the title "His off day" but is a sound film.

Castle films released it with a different title and here is a link to that.

Thanks Joe, I have the original Blackhawk box for the film, so it was printed...thing is, simply cannot find information unless I re-scour through the Blackhawk Bulletins again
