Toeppen (and the FilmPhotographyProject) buys the film from Wittner-Cinetec. Wittner takes 16mm Kodak film stock and they have a machine that will cut the perforations needed for Regular 8mm cameras. Then, they spool it onto 25 foot reels. You can actually make your own bulk order from Wittner if you want as well:
