Here's an example of Neat Video in action on an appalling piece of video, captured from a probably 3rd-gen tape.

After the initial pass, The denoising levels can be adjusted by slider controls. Neat also does a good job at removing cine frame flicker.

Loses some resolution due to low pass filtering. But still very impressive. I tried the VirtualDub degrain but could not get even close.

With some tweaking and experimentation you can add back in some sharpness. You can of course save the settings as presets for future use.
