KONICA MINOLTA SL100 Roll Film Carrier model Digital Film Scanner Very Good, looks like it takes 16mm or 35mm reels, probably for a Library, Museum or Archives, you don't see to many of these.
Based on the apparent reel diameter, I'd guess it is for scanning microfilm. I did a lot of research through newspaper archives on such reels in my university days.
