I don't recall getting any word about being able to opt out, it just showed up on my auctions out of nowhere ... But then, until recently, I hadn't many international sales.

If you didn't opt out you were automatically opted in. There is a setting somewhere buried on the seller's portal to opt out if you want. But given that it's not a hassle to ship to the US hub, and you're not responsible after it reaches the hub, there is no reason to opt out. In the film community, allowing global orders greatly expands your market. Even for the buyer, he can return an item even if you said "no returns" which is the only negative for the seller. Frankly, even "no returns" to US buyers doesn't mean much anyway these days.
