So, the homeowners are responsible for the fires, just having a home in the area?!

I have got a different understanding of that article:
a) Any larger fire in that area was likely to result in a disaster: Too narrow roads, insufficient water supply, no suited fire engines for the narrow roads/hills, … . = The current disaster would have also happened in nearly the same dimension without any human errors and without any changing climate.
B) I don’t think that the house owners are blamed. That’s because they have not got the resources to run a simulation of spreading fires, to read all tests about the fire resistance of the used construction materials, … . But who has got the resources and the duty to protect the citizens? Why are there construction regulations regarding quake protection but none regarding fire resistance? … (I hope that my interpretation is not too political…)
