B) I don’t think that the house owners are blamed. That’s because they have not got the resources to run a simulation of spreading fires, to read all tests about the fire resistance of the used construction materials, … . But who has got the resources and the duty to protect the citizens? Why are there construction regulations regarding quake protection but none regarding fire resistance? … (I hope that my interpretation is not too political…)
