Hi Flavio,
If the fan belt is missing, I would expect the machine to get to hot and shut down the lamp (I'm not sure if this machine does that, but I would certainly hope so), to prevent it from overheating.
When I got my CL16-Xenon a few months ago, the fan belt was also missing. I made a new belt myself with this belt material that you cut to size and melt together. There isn't much strain on this belt, so this should be ok for a long time.
There is a service manual for the CL on the FilmTech site. I emailed you with a pdf attached.
I got a new take-up assy from Urbanski Film, but it sounds like Richard sells the same stuff (for a similar price). It was easy to install and it works great!
